Actually this is a scam, a scareware technique used by the creators of rogue Antivirus 2009. If it is repeatedly getting displayed on your computer, there are fair chances that your system is already infected with some Trojan like Vundo.
Trojan Vundo tries to scare you with this “You have a Security Problem” popup warning and tries to sell the rogue security software.
